Should Ray Owen's Song be the new Pennsylvania State song?

Something I want to do as a legislator is drastically improve the official Pennsylvania anthem.  Here is a link to the official State song.

A few years back Ray Owen wrote a beautiful new song that uplifts Pennsylvania far better than the current state song. Here is a link to Ray Owen’s song.
